LGBTQIA+ Rights

Amnesty International fights for the rights of the LGBTQIA+ community against all discrimination.

The LGBTQIA+ community experiences unfair treatment and discrimination on a large scale. Sexual orientation, gender identity, and gender expression are often causes of violence and social exclusion. Amnesty International is committed to defending their rights.

Discrimination and violence

LGBTQIA+ people are often victims of assault, battery, and even murder because of their sexual orientation or gender identity. This violence is a grave violation of human rights and requires urgent action to protect LGBTQIA+ people and ensure their safety. Amnesty International fights against all forms of discrimination and violence based on sexual orientation and gender identity.

Criminalization and death penalty

In many countries, sexual acts between people of the same sex are still criminalized. In 2024, 63 countries consider such acts illegal, a clear violation of fundamental human rights. Even more serious is the fact that 8 of these countries provide even the death penalty for sexual acts between people of the same sex. Amnesty International firmly condemns these discriminatory laws and calls for their immediate repeal.

Erosion of rights in Europe

In Europe too, the rights of the LGBTQIA+ community are under threat. In Hungary, laws and government actions have progressively eroded the rights and freedoms of LGBTQIA+ people. Furthermore, in 2023, the Italian government requested to halt the registration of birth certificates for children of same-sex couples born abroad, creating uncertainty and discrimination against these families. Amnesty International closely monitors the situation and is committed to defending LGBTQIA+ rights in Europe.

A pride that #doesnotpass

In 2021, a bill to combat discrimination, including that against the LGBTQIA+ community, misogyny, and ableism, was discussed in parliament but did not pass. Amnesty International launches a campaign to support the approval of effective legislative tools for the prevention and combating of discrimination.

In October 2021, the ddl Zan (a bill introduced by Deputy Alessandro Zan), was defeated in the Senate. The text provided for the extension of the provisions of Article 604 bis of the penal code, relating to racial, ethnic, and religious discrimination, to also include those based on sex, gender, sexual orientation, gender identity, and disability. Six months later, the Democratic Party reintroduced the text, identical to Zan's original version, starting from the Senate. In October 2022, with the installation of a right-wing Government, Deputy Alessandro Zan again filed the text, this time without the most controversial articles. Amnesty International continues to support the urgency of regulations that fill the legislative gap that does not allow adequately combating discriminatory acts toward the LGBTQIA+ community, or those based on misogyny and ableism, and that does not recognize the right not to be discriminated against.

What Amnesty asks

Amnesty International calls for the approval of the bill containing "Measures for the prevention and combating of discrimination and violence for reasons based on sex, gender, sexual orientation, gender identity, and disability". It is requested that any future legislative instrument explicitly includes all areas of discrimination, including hatred against the LGBTQIA+ community, misogynistic hatred, and ableism, and that the establishment of a National Commission for the promotion and protection of fundamental human rights and for combating discrimination is approved.
